Yes, the top-most atmospheric layer - The Exosphere
It has the lowest pressure because pressure drops as altitude increases. This is due to the atmospheric air being pulled towards the surface of the Earth due to gravity. Which means air density is less as you go up cause there is lesser and lesser air mass above you. Air density %26amp; air pressure is perpendicular cause as density goes down pressure goes down too and vice versa.
