Black over white looks so much better. Because if you put black under white you can see the black through the white and it really depends on what it looks like.Can you layer white over black?
It all depends what exactly you are layering over what.....but you cld.

yeah you can do it, it will only look bad if the white is see-though, if it is then you dont want to do it. but if its not then it'lll look really cute. i layer white over black all the time, i just make sure that the white is NOT see though.

Well if you are painting, black will always overshadow white and will change all white colour of all white paints into black again to be very honest in colour pigmentation and colouring technology.
