I'll go with Raspalnet. Actually it depends on what effect you want to produce. Open ';Layers'; palette and click on ';Adjustment Layer'; icon at the bottom of palette to open a menu that similar with ';Image%26gt;Adjusment'; menu.Photoshop cs 2 How do you make a new layer affect..?

You can make new layeer effect using bleding options
double click on layers you can get blending options
give the effect you want
